Kevin P. Meenan

Kevin is the Founder and CEO (Chief Empowerment Officer) for CityDroneZ since January 2017. Kevin has over 40 years of experience leveraging technology to process data including over 37 years on Wall Street focused mostly on the credit markets including mortgages and real estate. Kevin also was a founder for two other startups, Meenan, McDevitt and Compufit - both sold after 7-10 years at a significant profit. CityDroneZ delivers geographic information systems (GIS) project management and ongoing outsource solutions on retainer including (GIS) data capture using drones and a broad range of other sensors.

Kevin also serves as a Director and Advisory Board Member, respectively, for his alma maters, Cardinal Hayes High School and Fordham University both located in the Bronx.

Patricia Dwyer

Executive Director of the NY State City/County


Patti is currently a Senior Vice President - Executive Recruiting for Strategic Government Resources for over 700 local governments in 47 states. She is also the Executive Director of the NY State City/County

Management Association, Inc., (NYS CMA) and an Adjunct Assistant Professor at Pace University, Member of the Board of Directors of the Pace University Dyson College Board of Advisors.

She has served for over 30 years as both the Chief Executive Officer and Chief Administrative Officer for municipalities in Westchester County with expertise in public administration, municipal budgeting, and capital planning. She has an excellent network within towns and villages across NY State. Education - Pace University - BA, MPA, MS - Sociology, Public Administration, Accounting

Tom Meenan

Head of Global Information Technology


Tom is a recently retired Senior Vice President for Global Infrastructure Services. Tom was responsible for managing the Information Technology Systems for MetLife in over 40 countries across Latin America, Europe, Middle East, and Asia.

He had a 38-year career in Information Technology leading teams in all aspects of Information Technology including Software, Hardware, Security Engineering, Program Management, and Disaster Recovery. He served as MetLife’s head of Information Security for over 10 years and most recently as the International CTO.

Tom is an Adjunct Professor at Fordham University Gabelli School of Business.

Daniel Elwell

President & Managing Partner for Elwell & Associates LLC,


Dan is currently the President & Managing Partner for Elwell & Associates LLC, an aviation consulting and advocacy firm specializing in a broad array of domestic and international legislative and regulatory policy issues.

Dan served in the Federal Aviation Administration including the role of Acting Administrator when he stepped down in December 2020. At the FAA, Dan also served as the Chair of the Drone Advisory Committee (DAC) created by Congress in September 2016 to provide advice on the key UAS (drone) integration issues by helping to identify challenges and prioritize improvements. The DAC helps to create broad support for an overall strategy and vision catalyzing integration into the national airspace system.

Dan served as a Command Pilot for the US Air Force and Reserves and served in combat in Operation Desert Storm. Dan was then a pilot for American Airlines for over 16 years. Dan also had a role as an American Airlines's Managing Director for International and Government Affairs. Thereafter, he served as a legislative fellow for the late Senator Ted Stevens.

Dan was named Vice President of the Aerospace Industries Association in 2008 where he stayed until 2013 thereafter joining Airlines for America (A4A) where he was the Senior Vice President for Safety, Security, and Operations. Elwell left this role in 2015.Elwell also served as the Senior Advisor on Aviation to Secretary of Transportation Elaine Chao.

Emily Mercurio, PhD, PG (she/her)

CEO and Co-Founder of CivicMapper


Emily is a big thinker and a lifelong learner. She leverages 25 years of experience with Earth science data and mapping technologies for leading the development and application of CivicMapper’s products and services. Her career has focused on creating innovative and data-driven solutions to support decisions at the intersection of our natural and built environments. She is an experienced geoscientist and an expert in mapping, field geology, GIS, remote sensing, and geospatial technology.

As co-founder and CEO of CivicMapper, Emily draws upon her experience as a leader in map-based technology projects. Her current work is focused on creating spatially enabled applications that empower decision making on the front lines of climate change, infrastructure, and social equity. Emily is a licensed professional geologist in the state of Pennsylvania. She sits on the board of the Three Rivers Waterkeeper and the Pennsylvania State University Graduates of Earth and Mineral Science.

Jeff Short

HealthCare Chief Transformation Officer


Jeff is a seasoned senior health care executive with over 27 years leading various health care and consulting organizations focused on performance improvement, strategy and growth.

As a Transformation Officer, Jeff was recognized by Becker’s Hospital Review as one of 32 inspiring chief transformation officers. His responsibilities have included coordinating clinical operations, managed care, finance, information technology, and human resources.

Jeff was Chief Executive of a Faculty Practice Group including 2,000 Physicians, 5,000 employees across 70 locations with over 1.9 million patient visits.

He was the Head of a COVID19 Incident Command team including ambulatory testing, physician resource, and executive analytics.

Jack Gleason

Head of Strategic Planning


A former health care executive, a seasoned counselor, and an experienced negotiator, Jack represents clients in health care mergers, acquisitions, affiliations, and divestitures. In these complex transactions, he develops the business strategy, negotiates the deal terms, designs legal structures to implement them, and closes the deals. Jack also helps health care organizations with strategic planning. He consults with board and executive management teams on organizational design, corporate structure, roles, responsibilities, and liabilities. He also educates and trains management and board members.

Prior to joining Epstein Becker Green, Jack was the national managing partner of a Big 4 accounting firm’s healthcare consulting practice. Before becoming a lawyer, he worked as a hospital administrator and a pharmacist.

Jack is a frequent speaker at strategic planning and executive management seminars. His previous topics have included “Strategies for Success,” “Consumerism in Health Care,” “How to Use a Management Consultant,” and “I.D.S. Development — Lessons Learned.”

Additionally, Jack is a board member of a number of healthcare organizations, including Providence Rest Nursing Home in New York City and Archcare, the Continuing Care Community of the Archdiocese of New York. He is also a member of the Executive Advisory Board at Fairleigh Dickinson University’s Graduate School of Business in New Jersey and a former board member of Calvary Hospital.

George Kirov

Managing Partner of Dynamic Strategies & Concepts, LLC


George is the Managing Partner of Dynamic Strategies & Concepts, LLC, a consulting company focusing on autonomous systems, technology, M&A, and growth strategy.

Prior to his current position, George was the VP & General Manager for Commercial UAS Solutions at L3Harris Technologies where he oversaw development and commercialization of solutions for Beyond Visual Line of Sight (BVLOS) operations of commercial drones in the US. George served on the FAA Drone Advisory Committee (DAC) during the 2016-2020 period and provided advice on key UAS integration issues by helping identify challenges and prioritize improvements. The DAC supports the FAA in developing and implementing UAS policy and regulation to accelerate drone integration into the national airspace system.

George has held senior executive roles in diverse industries such as railroads and logistics, oil and minerals drilling services, electrical equipment manufacturing, trucks and automotive manufacturing, and other sectors.

Brian J. Poplowski

Head sUAS Pilot


Brian has over 2,000 hours of flight time on multiple helicopter types, over $1.5 million of training and Active Secret Security Clearance. Brian currently serves as a helicopter pilot and sUAS Pilot for the Westchester County Police Department. He also is Pilot in Command, Flight Lead and Air Mission Commander for the UH-60 Blackhawk Instructor Pilot for the New York Army National Guard - Assault Helicopter Battalion, Ronkonkoma, NY.
